Provenance

Every assertion in this catalog traces to a source. Each skill carries two provenance files: _SOURCES.md records where the content came from and how confident the extraction is, and REFERENCES.md records where the canonical original lives.

A [TBD] marker is working as designed. There are 213 of them across the catalog today. Each one marks a place where encoded knowledge appeared to require something Patterson has not actually stated.

The platform never manufactures organizational policy. When a source is silent, the silence is written down and escalated rather than resolved locally, because a plausible invented answer is harder to find and correct later than an honest gap. A [TBD] is a finding to raise with the owning team, not a defect to close.
