Every substantive change here is proposed and specified before it is built. A change proposal carries a delta; once it lands, the delta folds into the capability specification below and the proposal is archived. What you are reading is the current state, not the history that produced it.
Requirements are written as observable scenarios so that satisfying one is a matter of evidence rather than opinion.
